Accommodation, for constructing a small harbour for the protection of junks from typhoons, for carrying out various other urgently required Public Works and for interest on a loan for constructing the Railway from Kowloon to the confines of the British Territory. It will, however, probably be advisable to put in hand from the commencement of the year 1906 dredging works, sufficient to prevent further diminution of the deep water area in the Harbour and with this in view I should like to have Messrs. Coode, Son and Matthews' observations on Mr. Boulton's Report.
